BY-LAWS

THE SAINT SIMON CATHOLIC SCHOOL PARENT ADVISORY GROUP

Article I    Title

The name of this body shall be Saint Simon Catholic School Parent Advisory Group, hereinafter referred to as the Parent Advisory Group (PAG).

Article II   Purpose and Function

Section 1    This Parent Advisory Group is an advisory body guiding the educational policies of Saint Simon School subject to such rules and regulations that proceed from the Bishop through the Diocesan Superintendent of Schools.

Section 2    The following are some of the duties and functions of the Parent Advisory Group:

A. to cooperate with and support the Pastor and School Administrator in his/her role as defined by Diocesan Guidelines;  

B. to present recommendations to the Pastor and School Administrator in regard to the operation of the school;

C. to create better understanding and support of Catholic education and to act as a public relations group in making the work and achievements of the school better known to the entire parish and civic communities;

D. to analyze the school budget to determine if it realistically reflects the general financial and physical needs of the school and the financial capabilities of the families served; and

E. to recommend resources available for development of educational programs.

 F. to develop and review the school’s five year or other plan;

G. to assist in an annual maintenance review of the school building and grounds; and

H. to evaluate the effectives of the Parent Advisory Group on an annual basis as well as the working relationship between the Parent Advisory Group and the school administrator.

 

Article III   Membership

Section 1    Members of the Parent Advisory Group shall consist of the Pastor of Saint Simon Parish and the School Administrator of Saint Simon School as ex-officio members and seven Parent representatives of Saint Simon School and two faculty representatives (classroom teachers, one from K-4 and one from 5-8) as appointed members.

Section 2    The voting membership shall consist of the parent and faculty representatives who shall vote on all proposals and recommendations put to a vote. Parent representatives only shall vote in the election of officers.

Section 3    Each parent representative shall serve a term of two years. Three of these will be replaced in even numbered years and the four remaining parent representatives will be replaced in odd numbered years. Each faculty representative shall serve a term of one year and no more than two.

Section 4    No parent representative shall serve for a consecutive term.

Section 5     Parent representatives will be selected by the Pastor, the School Administrator, and the Chair from applicants submitted to them at their request. Faculty representatives will be selected by the School Administrator.

Section 6    A representative absent without cause for three meetings in the course of a year shall cease to be a member and be so notified.

Section 7    Resignations will be accepted upon written notice to the Chair.

Section 8    Vacancies will be filled as specified in Section 5.

Section 9     No school advisory board member shall have a legal right or authority to represent the school advisory board unless delegated.

Article IV  Officers

Section 1    The officers of the Parent Advisory Group shall consist of the Chair, Vice-Chair, Secretary, and Treasurer.

Section 2    The Chair shall be selected from the continuing parent representatives only. The Chair position may be shared by two continuing parent representatives if the Group so desires to establish a Co-Chair position in lieu of Chair and Vice-Chair. The Vice-Chair, Secretary, and Treasurer shall be selected from either the continuing or newly appointed parent representatives.

Section 3    All officers shall be elected annually as the last order of business at the last meeting of the school year. Election shall be by secret ballot of the combined current and following school year's parent representatives.

Section 4    No parent representative shall serve in the office of Chair, Co-Chair, or Vice-Chair for more than one school year.

Section 5    Duties

A. The Chair shall preside at all regular and special meetings of the Parent Advisory Group. He/she shall plan the agenda in consultation with the School Administrator, appoint all Parent Advisory Group Committees and make a monthly written communication to the school community.

B. The Vice-Chair, in the absence of the chair, shall perform all the duties of the Chair.

C. The Secretary shall conduct, receive, and dispose of all correspondence as directed. He/she shall record minutes of the meeting. The Secretary shall serve as the custodian of the Parent Advisory Group's records and documents except for those kept by the Treasurer.

D. The Treasurer shall conduct, receive, and dispose of all moneys as directed. He/she shall record the finances of the group, and shall act as the liaison to the Parish financial committee. The Treasurer shall serve as the custodian of the Parent Advisory Group's financial records and documents.

Article V   Meetings and Quorums

Section 1     The Parent Advisory Group shall plan to meet at the same time and the same day of the month during the school year.

Section 2     Meeting times shall be established at the first meeting of the school year.

Section 3    A simple majority of the voting membership shall constitute a quorum.

Section 4    All Parent Advisory Group meetings will be open to public, unless the chair calls an executive session.

Section 5    A special meeting or may be called by the chair, or upon request, by four or more members of the Parent Advisory Group, by notifying each member at least 24 hours in advance of the meeting.

Section 6    The right of non-members to address the Parent Advisory Group shall be limited to those whose petition has been approached for the agenda in advance of the meeting. 

Article VI   Amendment

Section 1    These bylaws may be amended at any regular meeting by a two-thirds vote of the voting membership present. Amendments must be presented to the membership in writing one meeting prior to voting on the amendment.

Article VII   Committees

Section 1    The Chair shall appoint all committees.

Section 2    Each committee shall have such powers and shall perform such duties as may be assigned to it by the Parent Advisory Group.

Section 3    A Parent Advisory Group committee may include people who are not members of the Parent Advisory Group

Article VIII   Procedures

Section 1    The meetings will be governed by these bylaws, and any dispute will be settled by Robert's Rules of Order.

Article IX    Authorization

The By-laws of the Parent Advisory Group are to be submitted to the Department of Education for review and approval of the Superintendent. The By-laws become effective only when this approval has been obtained.
